I don't know whether this device averages over a number of intervals or computes every interval or indeed every second interval (so that each pulse from the input is either a start or a stop signal).

It wouldn't be too hard to tell, since it has a "hold to read" function, see how many turns it takes to acquire data - eg hold the button down from just before a dot crossing to just after the next crossing and see if it comes up with a reading. If not, try three crossings etc until you find the minimal data acquisition window.
