It's an interval counter so at 33.3 rpm it takes 1.8 seconds to register a new reading. It will then convert the timed interval to an equivalent speed in RPM.

BTW this is why increasing the number of dots does not improve actual precision. In the same vein, don't use a round spot as shown, use one with vertical edges (like a small strip of tape).
