Does it get louder when you turn up the volume? If it's that then there's either something wrong with the tubes or you don't have enough gain for the cartridge you use.

It may be your VTA, if the stylus is not tracing the groove optimally it picks up extraneous nois of the vinyl. Try lowering the back of your arm.
