I'm hearing the vinyl roar!

On a previous thread I'd been asking about a background noise that one user referred to as "vinyl roar."

I had thought because I wasn't getting vinyl roar with the tone arm up and the stylus out of the grooves, it could not be a phono stage issue. But after some thinking I came to this conclusion. My phono stage is a Chinese made Yaqin MS-12B, it has 2x 12AX7B tubes. If I'm correct on this, the 12AX7B tubes provide the RIAA equalization? If this is true, is it possible they are not doing their job well, and letting through the vinyl roar? Would changing these tubes maybe fix the noise? They are the stock Chinese tubes that it came with.

If you had not read the message I earlier posted. I described this noise as, being at the bottom of a large waterfall with ear plugs on. So it's this kinda muffled roaring rumble type sound, noticeable in between songs and in quiet passages, at louder volume.
