Hydrogen peroxide will bleach fountain pen, or felt tip pen ink, but not ballpoint ink.
Methanol will partially wash out ballpoint ink, but not wonderfully.

The MUST be a way though - there is a big trade here in 'washing' stolen cheques and re-issuing them; so someone certainly has the right solvents for ballpoint pen ink.
