Any debris that has collected on the velvet can cause harm to the record. I think the debris is more likley to cause damage when the record is dry, because it is making direct contact with the record without the liquid to lubricate or cushion.

The same argument can be made even without tthe presence of debris. The wand itself making a direct contact with the record is more likely to harm the record when the record is dry.

So, I only spin for three rotations. Just my two cents.
