Factor of 3.2 in voltage = factor of 10.24 in power =10.1 dB.

30 dB up from 1.5 mV = 47 mV = 0.047V.

So your phono pre would have to feed a linestage with at least 32 dB of gain to reach 2V, if that is what your amp needs to reach full power.
