To confirm this, if that's what you really want to do, remove the platter and measure from the outside edge of the platter bearing housing to the inside edge of the tonearm (where it sits on the plinth). Next add the radius of the bearing housing and the tonearm mount to the previous distance. That gives you the spindle to pivot distance. The RB300 bearing mount diameter is 32mm, 16mm radius, but I don't have a P3 so I can't give you that diameter, IE radius.BUT ... that doesn't really explain your cartridge alignment problem.
How are you attempting to set the overhang? What is that overhang amount you are using?
What protractor are you using? I suspect it was not made for the Rega arm and hence you can't get the overhang set with a particular cartridge. This is not an uncommon problem but the cause is the use of the wrong protractor not the Rega arm etc.
