Dave,Are you aware that in addition to the fine speed adjustment, there is a coarse speed adjustment that is controlled by moving a "crescent-moon" shaped piece located between the motor and the flywheel?
If the speed is too fast (after you make sure you have the right voltage and set-up for 60hz) try moving this moon-shaped thingy closer to the flywheel (in 1/8" increments).
Read all of the info on the following link carefully and I believe you'll find everything you need to adjust the speed.
