I had that very same cart-stylus years ago. IMO it's not in the position which it should for a VTF of 1.5g, and probably the suspension is broken. Nevertheless check again the VTF, maybe it's too high and see what happens using a lower VTF. If the cantilever keeps completely touching the stylus frame, suspension is off.
