Phono preamp with MC loadings below 100 Ohms?

I've been reading with interest the discussions of how to get impedance loadings below 100 Ohms for certain moving coil cartridges and I'm wondering if there are moderately priced ($1000-$1500 USD range) preamps that have that ability.

I'd rather not attempt to construct a transformer; it'd be last resort on my list of alternatives. I found these two devices which caught my attention: GRAHAM SLEE ELEVATOR MC STEP UP PRE-PREAMP and EAR MC-4 STEP-UP TRANSFORMER but am I confusing functions? And for the money I'm thinking it would make more sense to just get a phono preamp with load settings under 100 Ohms.

Any suggestions?
