This sounds to me like a product called "PVA" (Poly Vinyl Alchol) Is water soluable and is used in body shops. Is used to protect from overspray. Sprays on and drys into a protective film that paint and solovents will NOT penetrate, but will easily wash off with water. Also the dried film can be 'peeled' off and will leave NO residue.
