In summary for your specific questions here, the anti-skating has the same style of adjuster on all Rega type arms until you get to the RB700. The RB300 has a dial for setting VTF and the counterweight is a true counterweight, not a means to set VTF. There are other differences in the arms as well. The bearing quality is not the same on the moth as the Rega. OEM arms should not be refered to as "Rega arms" as that is exactly what is leading to the confusion here. They are not exactly alike.
