Help with VTA on a Thorens TD-125MkII

I'm still trying to get my Thorens TD-125MkII with std. TP-16 arm and TP-60 headshell properly aligned. In an earlier post, I mentioned installing a new Ortofon OM-20 from KAB which sounds "shrill" and even distorted at the high end. I used the Thorens plastic alignment gauge and double-checked with a protractor (no spacers in headshell).
VTF and anti-skate were set per Mfr.'s "ideal".

I tried to change the VTA, but when I removed the 2 set screws at the tonearm base, I found I cannot raise or lower the arm at all; it won't budge! Could it possibly be frozen after 30 years or am I doing something wrong? I guess I could experiment with spacers or mats to try and change the VTA, but I wanted to do it right. I've set up a few turntables and cartridges in my time, but I didn't realize when I bought the Thorens (after many reviews in this forum) that it would be so extremely difficult to set up to obtain even a mediocre sound. My SL-1200 with a 440ML runs circles around this setup so maybe I should just suck up the loss and move on. Any ideas or help will be greatly appreciated. I'm wondering if there is an outside chance the table electronics, wiring, or even the cartridge might be defective?
