turntable encoder + variable power supply

hello, I have purchased this turntable motor

but I havent an encoder, or a speed control for it...
cos this motor is : 33 rpm 5,2 Volt and 45 rpm 7,0 Volt, could I use a variable power supply to feed it, and so adjust the voltage?
could it be the same of using a enconder? would it have enough speed stability?
