No it's called organic growth. By marketing under a different name they broaden their market and sell more tables. Let's face it VPI is a value brand. You start out with a Scout do some upgrades then move up the line, a sound strategy that has worked well for a long time.
Mark Levinson is better known as a high end spare no expense type brand. Someone wants a mark Levinson system why not give them all the components.
As mentioned by others there are differences in the feet, motor and motor drive. This is a chance to spread out the R&D budget too.
