Preamps with wall warts...a question.

If a preamp has a wall wart(two prong) power supply, then is the ground lug effective at all if it's only attached to the chassis?

My Music Hall Phono Pack (and many other phono preamps) is like this. The phono preamp in my Outlaw is IMO far better and I've always wondered if that was a factor, or if it didn't matter.
