The actual marketing blurb (according to a search result I checked) is (according to JICO) that "The SAS (High Grade) adds our one-point tension wire to enable better transmission of information from the record groove to the moving magnet." In other words, how the cantilever is attached/mounted.
Basically, the tie-wire helps to maintain a consistent position for the cantilever when deflected ie it provides a restoring force relative to the VTF. In other words it influences the compliance of the suspension. Without it, they would be relying on the effect of a rubber doughnut or similar and the cantilever position will be much more dependent on VTF.
Given the price difference is so small, I think it is a no-brainer to go for the SAS version given that everything else is the same. In my experience with Pickering and Stanton styli, the tie-wire makes a huge difference to tracking ability. Generic replacements which don't use the tie-wire are pretty awful...
