I pretty much agree with Lew. I do believe however that the caps are mounted on a plastic insulating block. If the solder is questionable suck it out and re-flow it with new solder. You might replace the large yellow (white?) cap to be sure. If you buy one with 20% less capacitance and an assortment of smaller caps to put in parallel with it you can "tune" the value for the least hum from the motor.
