I used one of these for a few years, not a bad step up device. There are pics of the schematic through Google. If I had it, I would open it up and look for obvious faults, cold solder joints, leaking caps in the power supply, etc. Too bad you aren't in Portland, Or. there is a gentleman who could more than likely fix it for not a lot of money, especially since the schematic is available.

In any case, I wouldn't throw it away, sell it for cheap and let the next owner resurrect it.
