With a budget of $600, vintage used is going to be the best bet. You can go to the source (garage sales & estate sales) and with some persistence and by always asking for vintage stereo gear, pick up a nice mid to high end vintage deck for pocket change. Keep in mind you might have to hit 200 or more yard sales and look at dozens of cheap BPC (black plastic crap turntables) before you find something decent.
Or you can deal with the middleman (the guy who bought those nice vintage decks at yard sales for $20) who is now selling on Ebay or Craigslist for $100 & up.
If you find a great vintage turntable for cheap, then put the rest of your budget into a new cartridge.
As for make & model? You'll just have to assess what you actually find out there.
