eBay will encourage anyone to sell their "stuff" on eBay.
But the buyer will be protected by eBay's latest policies. All the buyer has to do is open a claim stating that the item received is "not as described". This automatically locks the seller's paypal funds from that transaction, until the claim is resolved.

But it is still kind of like the wild west.
