Hey Phil-

I found that the plastic lens that sits on top of the neon bulb was cracked on both ends, and the fiber pieces had ended up covering the connectors on the bottom of the strobe socket. I super glued the plastic ends on and moved the fiber pieces to the top and bottom of the neon bulb. I did a quick check without the lens, and the bulb lit up as soon as I turned the power on.
