With that budget, I'd be scouring thrifts and yard sales for a used high quality vintage turntable. Buy a turntable for dirt cheap and put the real money into a new cartridge. All it's going to take is patience, persistance and asking the right questions.

For example, here's a few I've picked up in recent years that would meet your parameters:

JVC QL-A7 - $5 at a yard sale
Pioneer PL-518 'Near Mint' with Audio Technica cartridge & NOS unused extra stylus - $20 at a yard sale
Kenwood KD-3070 with Ortofon OM-30 - $10 flea market
