I agree with AudioSoul; you are a brave man to send $5000 to an unknown vendor in Singapore. But there is some information missing from your story; have you had the cartridge evaluated in order to find out precisely what is wrong with it? I believe Peter Lederman at SS will do that for you for a very nominal fee, especially in view of the cost of the cartridge. Armed with that information, and with Peter's prestige, you can make a better case for yourself with the vendor. (Peter may even be able to repair it for you.) Also, if this was sold "used, as is", you may have a problem unless it was also guaranteed to be working. I would not count on much help from Paypal, based on my own past experience with them, but do keep us informed as to the outcome of this dispute. If you were prescient enough to have used your credit card via Paypal, the credit card company can probably do more than Paypal to help you. (That's what happened in my case, VISA came to my rescue.)
