Grounding RCA Jacks ??

I'm building an enclosure for a power amp. My first. Electronically everything works fine with the electronics spread around on a work bench. For the enclosure I want to get everythinh grounded correctly. I'm aware of the idea of a "star" ground and want a dedidicated ground path to the star for the input signal. But I find nearly all pannel mount RCA jacks are non-insulated so that ground is achieved through the metal enclosure.

A- is that safe?

B- doen't that negate the idear of a "star" ground?

C- I have found a source of insulated jacks but I'm puzzeled that they seem to be so unconnon. Why?

If all else fails I could make an insulaing mount from a piece of plastic or phenolitic card.

Any comments? I'm I missing the point or something? This seems like it ought to be more straight forward.
