RE: voltage regulator makes noise only on some gear

That's a switching device. I wouldnt use it. Anytime you use two seperate amps on one system you are vulnerable for a ground loop. Certainly you need to put a cheater cord on one of the two power plugs to eliminate a potential ground loop and see what happens. Good luck.
