I watched some of the video

First of all, thanks for pointing us to the video in the first place. Mr Carlson is an excellent and very methodical teacher. But I was struck by the fact that it's probably much easier for the average hobbyist to determine film capacitor "polarity" one capacitor at a time, using a 'scope (or good AC voltmeter) in the manner he describes, than it is to build that contraption for automating the process. The latter might be worth building if one were analyzing tens or hundreds of capacitors per day, but not at the pace that I install capacitors. I was also surprised that he seems to feel so strongly about getting the outer foil oriented correctly. I care about doing it right, but in truth, i have never heard any difference between "right" and "wrong", when I've accidentally installed a film capacitor "backwards". Anyone else?
