Looks like....

a Dynamicap in a gold wrapper with some sort of red-tinted epoxy seal at each end. The 10uF/310V value looks to be the same size as a same value Dynamicap. So, I would only guess that this is a metallized polypropylene type, like the Dynamicap, which is a nice sounding capacitor by all accounts but not a world beater, if indeed any capacitor is a world beater. "Marketing" is the name of this game. If manufacturers are using them, as claimed by Parts Connexion, the most likely reason is that they are decent sounding compared to the competition at the price point and can be purchased for an acceptable cost in bulk.
I think you can still buy Dynamicaps, which would be more bang for the buck, if you wanna go that way.
