I don't believe the tone controls of the PAM-1 are out of circuit when centered if they are the original controls. It wasn't that way for the PAS-2 and PAS-3. The change came when the PAS-2x/PAS-3x came. That's when Dynaco claimed centered tone controls were out of circuit. I suspect since the circuits of the PAM-1 and PAS-3 are similar if the PAM-1 was modified with the later controls(there was a simple mod kit for the stereo preamps: I converted mine way back in the late 60s) then the PAM-1 controls could be out of circuit at center.
