As with all paint it is imperative you do the proper base prep. This usually means stripping the original paint down to the bare metal, primering and then applying a top coat. Primers need to be matched with the top coats for best results.
Lacquers on enamel dissolve the enamel causing crazing if your lucky to outright bubbling.
There are many types of paints on the markets so be aware of compatibility issues. Powder coating usually requires a sandblast to bare metal before application of top coat. It then uses electrostatic charged powder to coat the cover and then melts the powder fusing the mass into a nice coating. Very tough and long lasting
