Looks like Ugly came closest - shorting RCA plugs on preamp's unused inputs greatly diminished the hum.
Jensen IsoMax (1:1 isolation transformers) didn't do anything for either amp, and is going to be returned.
It definitely sounds like preamp picking up some noise is the culprit here.
