Have you checked Craigslist? I see some decent offerings on my local list. Plus you get to try it out before you buy.
I use a Fluke 87II at work as my utility meter. My partner has an 87III same meter, different case, tough, dependable and accurate.
I have a Wavetek DMM and a capacitance meter I use at home, both are accurate and dependable, The DMM is 23 years old and still as accurate as the Fluke I use at work which requires yearly calibration. Plus it has all kinds of bells and whistles.
The meter linked will do everything in audio you need and is close to your price.
