I bought my flashing LEDS from lighthouse LEDS on Ebay they have a very convenient chart for resistors to limit current at different voltages. For 9 volt battery about 300 ohms for 12 volt (AC power supply) about 470 ohms.
I place the flashing LED in a wooden box ( my plastic ABS project boxes sound horrible). I find the flashing a bit annoying.
For alexandrite, the non flashing LEDS are not quite as effective
