RE: Can I use a IR volume control between source and preamp

Does the Sherwood feature power amplifier input rca jacks? That might be the best sounding option. If not, if the Sherwood has tape I/O rca jacks that's where it should be tried next. However, inserting yet another gain stage in the signal path is unfortunate. There's bound to be additional noise and colored sounding artifacts. That said, I wouldn't be too concerned about the matter for use with your vintage tube integrated amplifier and streaming audio source. Careful limit of the maximum volume level would be well-advised, and choosing particular rca interconnect I/O cables and IEC power cord would likely be beneficial. YMMV
