no/yes ....as any other regulation and smoothing caps will be bypassed ...better getting the right voltage regulator so that the curcuit as is drops the voltage to that which is optimal for the opa2604....
I'd be disinclined to do this but it may work ...I'd need to see the schematics
or find the offending resistors and place a value that raise the supply rail to 12v dc .....it may be that other areas of the circuit could be adversely effected.
In my experience just dropping in the replacement opamp will be the biggest step up ...any messing with the supply voltages may have more issues than solutions.
Did you use schottky diodes[11dq10's] in the psu ....if not these will make more of an improvement than any small scale voltage adjustments ...as they will drop the noise floor of the psu.
