There should be **NO** conductance from either wire to the metal shell. The resistance should read off-scale, with no indication of any current.
If the resistance meter has low sensitivity (ie, does not read into the tens of megohms range), test carefully with the AC line voltage: connect the choke shell to AC neutral, then connect one of the leads to a 120 volt light bulb and the other light bulb lead to the AC hot. The smaller the light bulb, the better.
An easier test, if you have a ground fault interrupter, is to connect the shell to AC ground and both leads together to AC hot. The interrupter will trip if there is even a little leakage current.
