A poster down below suggested talking with your neighbor, perhaps you could negotiate a time when he could play that would not be so bothersome for you.
A gift of peace (six-pack) could help set the tone.

If your wife and his wife talk, perhaps you coud ask her to open negotiations for you.

Failing the above, talk with your local police/ law enforcement agency.

The Environmantal Protection Agency also could help - they are starting to be involved in Noise Pollution.

Battles always cause more battles.
