Goop cement is better than epoxy, which is brittle. Goop remains slightly elastic & if used sparingly can be cut away with a knife. If the leads from cap to PCB tend to secure the cap, then just use double-sided tape between cap and PCB. A good approach is combining double-sided tape with a dab of Goop at each end to secure. Then if things change you can easily cut out the cap.
