Bass frequencies will pass through a thin screen of virtually anything you would find in a normal room including curtain material so they will certainly reach the panels. What you will find is that the curtain material will start becoming reflective at some point above that so it will effectively act as a filter that passes lower frequencies to the panels for absorption and a reflector that keeps higher frequencies from doing so. That means everything will depend on how reflective your particular curtain material is at mid to high frequencies, and also on what frequencies you particularly want to absorb and where the curtain's reflective properties fall in relation to that.
If you have a choice, go for a loose weave rather than a tight weave curtain material. The looser the weave the more acoustically transparent it will be.
