You misunderstand the 24V bit.

That is saying there must be at least a 24V AC supply for the switch to work correctly. This is not a minimum LOAD.

Your LED test says the timer is working OK as a delay.

I presume the amp is coming on immediately? Therefore the switch SSW itself is shorted (it may well be open with no supply connected)
