could my SS relay be dead?

The "trigger control" of the relay is connected to a simple ne555 circuit. After initial turn on, pin 3 (of the ne555) is high. After 11secs, it goes low.

I have tested the ne555 circuit 15 minutes ago using an LED between pins 8 and 3 (of the ne555) and the LED lights up after 11secs. I believe this is the correct behavior.

when the amp is turned off, I checked for continuity between pins 1 and 2 (of the relay) and there is no connection. Pin 1 is connected to the "line" wire of the AC mains.

I connected the red wire of the VOM to pin2 (of the relay) and the other lead to neutral wire of the AC mains. Obviously there is no voltage when the AC switch is off. BUT immediately after turning it on, the VOM reading goes to 240VAC.

I believe I should only detect 240VAC on pin2 if there is enough load (datasheet says minimum 24V load) and ONLY after 11secs has passed. I believe a VOM shouldn't present enough load on the relay to produce an output. AND even if the VOM does present at least 24V load, I should only get 240VAC after 11 secs.

any ideas/suggestions?
