bad balanced tranny? Attn Jon Risch?!?

just wired up a signal DU-1 in balanced mode per jon's instructions, but rather than getting 60/60 off the output, i'm finding it fluctuate @ 100/20, 105/15, etc. but never 60/60. not even close.

bought the tranny used. did i get hosed?
