The 6H23 tube used to be made at several factories. Today I believe only the Reflector continues making it. But regerdless of where it was made, it must meet the same specs, even if the internal structure is somewhat different. There were two versions: 6H23P and the -EV one, with slightly different specs. What we get today through New Sensor is the -EV version (at least we all hope so), because that is the version that is crossed to the 6922 type.

I don't want to appear that I am speaking for Vladimir, I am simply saying what I understand it is. You might want to ask him that question as well. As I stated before, I do not know his selection criteria.
