I'm sorry but I no longer have my Eico, so I can't answer the question with any confidence. As a general rule, however, there are numerous errors in the Eico data rolls, many of which have been corrected by subsequent data charts in later years.I suggest you locate someone that has the most recent data charts for Eico, and then compare the test measurement specs for the 12BH7. You may very well find that there was an error on your data chart and you have the wrong settings.
