The Getter - that appendage to the primary structure of a vacuum tube holds a mixture that gets flashed onto the inside of the glass envelope as the last step of the manufacturing process. this created the mirror like coating on the top (Most Commonly) or side of a tube. The purpose of this coating is to absorb gasses that are generated by operating the tube within the envelope. (The gasses need to be absorbed to preserve the operability of the tube) As the tube ages - due to use, the silvered coating will erode. In very 'used' tubes, the slivered area can become translucent or even transparent - this is a visible indication that the tube is tired/used and does not have very much life left.
Should the vacuum ever fail, this same silvered area will turn white.
Your tube has had a vacuum failure.
Tubes should not be used w/ a white film in-place of the silver film.
If your tubes silvered film are transparent, it is time to replace.
The release of gasses inside the envelope due to operation of the tube is normal.
