Bill, now that you have that clear I have to tell you (for the sake of completeness) that there is such a thing as a current regulated power supply and current regulated power supplies do work the way you were thinking but they are the exception, not the rule.
Most heater supplies are not really "supplies" at all, they are just a 6.3vac secondary winding of the power transformer with a current delivery capability that is just a little over the current that the tubes intended to be used in the circuit will draw.
If other tubes, that draw more heater current, are swapped into the circuit that winding will over heat.
