I have brand new old stock tubes that have green mold and brown spots on them on occasion and I usually take some nail polish remover and clean it off.
Where that most likely came from is from being in the original box that was in a damp climate and the box got wet and bonded itself to the tube and the seller didn't get it all off. if the tube is NOS,that is most likely what happened..Take a look at some of mine I have to clean up that NOS/NIB but look at the box and then the mold.
That also could be some matter that dropped on it like food or a mouse do do but I'm almost certain it's from the box.I wouldn't worry about it as that is very common with old stock tubes that lived in a damp climate.
