Even if it is a NOS tube...so what. Like you said, scrape it off with a blade and move on.
Depending how it was stored, he may be looking at dried mouse piss, or #2. I've had many NOS tubes that looked pretty bad because of how they were stored or damage occurred to boxes, by mices. They love to make nests inside boxes.
