Realize that the 2A3 uses 2.5 Volts to run the filament. Is your 45 VDC measuring from the pins to ground (i.e. across the bias resistor?) If your tube is warm it is probably due to the filament. Look at the tube with 2.5 volts on the filament. There is not much glow visible from the Sovtek because the plate hides it..
